A series of events, including the first Chrysanthemum Expo in Kaifeng, the 10th International Fine Chrysanthemum Exhibition, the 10th Chinese Chrysanthemum Flower Arrangement Art Exhibition, the Chinese Chrysanthemum Art Masters’ Works Exhibition, and the second Fine Rare Chrysanthemum Exhibition, to be held during the festival will enhance the inheritance and development of chrysanthemum art. The Chrysanthemum Expo is designed to build exhibition brands covering the whole industry chain, from chrysanthemum seedlings, cultivation and grafting tools, flower pots, fertilizers, packaging to logistics. The International Fine Chrysanthemum Exhibition will present select chrysanthemums from 15 countries, including China, the Netherlands, Italy, France and Germany, in its international chrysanthemum feast.Drawing inspiration from "Song Chao's Culture, Life Aesthetics", the achievements exhibition of the first Song Chao's Global Cultural and Creative Design Competition to be held during the festival is intended to promote "Song Chao's Culture" and continuously turn "Song Chao's Influence" into impetus for development. Every autumn, Kaifeng is covered by fragrant chrysanthemums. Based on the principle of benefiting people with culture, the 39th Chrysanthemum Culture Festival has prepared 3.2 million pots of chrysanthemums in full bloom to amaze the visitors. Bright, elegant, unque and impressive chrysanthemums in various style and shapes are bringing delight to visitors. From October 10 to November 10, the Song Dynasty of Kungfu City, China Hanyuan, Qifeng Guyuan, and Aisijia Agricultural Carnival are open to visitors for free.

此次菊花文化节开幕式演出融合《大宋·东京梦华》实景演出，以3个短片作串联，将中国传统文化、开封地域特色以及建党百年等党和国家的大事、喜事娓娓道来，弘扬伟大建党精神，呈现开封对宋文化的传承与发展，擦亮开封国际文化旅游名城的金色名片。开幕式演出分为《汴京·风情》《汴京·风韵》《汴京·风华》三个篇章，独具开封特色的歌舞《菊花赋》、说唱《开封味道》、歌曲《知否知否》、舞蹈《墨语瘦金》等节目先后上演。

The live-action performance of "Scheme Acrobatics Evening Party of Kaifeng Menghua" and three short videos during the ceremony will present traditional Chinese culture, regional features of Kaifeng, major events and achievements of the CPC and China in the past century, highlighting the Party's great spirit as well as Kaifeng's inheritance and development of the Song Dynasty culture so as to enhance the city's image as a renowned international city of culture and tourism.The opening performance is composed of three chapters, namely "Bianjing • Style", "Bianjing • Charm", and "Bianjing • Splendor". He Wei, vice chairman of the Chinese People's Political Consultative Conference (CPPCC) National Committee, declares the start of the opening ceremony. Present leaders include Xu Jichao, deputy director of the Standing Committee of Henan Provincial People's Congress, Liu Yujiang, vice governor of Henan Province, Gao Tijian, vice chairman of Henan CPPCC Provincial Committee, and Gao Jianjun, secretary of Kaifeng Municipal CPC Committee. The ceremony is hosted by Li Xiangyu, Mayor of Kaifeng City. Kaifeng is renowned as one of the eight ancient capitals in China, with its history of more than 4,100 years. Kaifeng boasts an over-1,500-year history of chrysanthemums planting and appreciation.. In the Northern Song Dynasty, Kaifeng's chrysanthemums were famous far and wide, with the variety, number and cultivation technique ranking among the top around the nation. "Reminiscences of the Eastern Capital" has recorded the magnificent chrysanthemum fair in Bianjing City during the  Chongyang Festival. In 1983, Kaifeng City designated chrysanthemums as the city flower and has been holding the Chrysanthemum Culture Festival each year since. By now, the event has been held successfully for 38 times.
